PUBLIC NOTICE ON TRANSFERS OF VALUE FROM PHARMACEUTICAL COMPANIES TO HEALTHCARE PROFESSIONALS AND HEALTHCARE ORGANIZATIONS

Pursuant to provisions from the Disclosure Code, members of The Forum of International Research and Development Pharmaceutical Companies, GIZ (hereinafter referred to as: Forum) are this year again publishing the values of transfers to healthcare professionals and healthcare organizations, respectively. As provided for under the Code, all innovative pharmaceutical companies that are members of the Forum will publish their data by up to 30 June 2020 inclusive.

The publication includes data on transfers of value in the past calendar year and provides disclosure of transfer in the period from 1 January to 31 December 2019 on the websites of individual members. According to EFPIA provisions, data is disclosed publicly periodically, on annual basis no later than the end of June, for the past calendar year.

About public disclosure of transfers of value

Public disclosure of transfers of value includes data on the value of all funds received by individual healthcare professionals and healthcare organizations that collaborate with individual Forum members or the Forum itself, either directly or through third parties such as event organization agencies. Disclosure also includes information on the type of activity or support:

  • For education;
  • For coverage of expenses related to education or events;
  • For services and consultancy;
  • For research and development.

Each Forum member publishes these transfers in Slovenian at its local, regional or international website.

Individual and group disclosures

All transfers to healthcare organizations, which under the Disclosure Code include public healthcare institutions, physician associations and societies, chambers and private companies (d.o.o. and s.p.), are published individually, with the full name of the recipient.

Transfers of value to individual healthcare professionals who are natural persons are, pursuant to the Personal Data Protection Act, only possible on the basis of advance written consent of the healthcare professional. If such consent is withheld, transfers are published in a group or aggregate form, with the number of recipients and total amount listed separately for each category of such recipients.

Data on payments in the field of research and development cannot be published otherwise than in a group or aggregated form due to legislative protection of competition and innovations being developed by separate companies.

DATA ON TRANSFERS OF VALUE TO HEALTHCARE PROFESSIONALS AND HEALTHCARE ORGANISATIONS FROM THE FORUM OF INTERNATIONAL RESEARCH AND DEVELOPMENT PHARMACEUTICAL COMPANIES, EIG, FOR 2019

In calendar year 2019, the Forum of International Research and Development Pharmaceutical Companies, EIG, collaborated with 7 different organizations: five healthcare organizations were granted contributions for the implementation of events, and two organizations received reimbursements, related to the provision of services and consulting.

The total value of the Forum's transfers to healthcare organizations in the year 2019 amounted to 34,300.31 EUR. Transfers of value to healthcare professionals amounted to 5,669.54 EUR in 2019. All transfers were disclosed with the full name of the recipient. 

Methodology

Publicly disclosed data includes transfers of value actually executed in the financial system of the Forum in the 2019 calendar year, from 1 January 2019 to 31 December 2019.

Transfers to individual healthcare workers are listed as gross values of the relevant contracts.

Transfers to healthcare organizations are listed as net amounts of the relevant contracts without VAT.

Transfers of value pertaining to travel expenses, accommodation and registration fees are published in the calendar year in which activities actually took place.

All listed amounts represent total values for 2019.

All listed transactions were performed in the 2019 calendar year, from and including 1 January 2019 to and including 31 December 2019.

Amounts of transfers of value to HCPs in 2019 are listed as gross amounts.

Amounts of transfers of value to HCOs in 2019 are listed as net amounts (not including VAT).

The Disclosure Code defines healthcare organizations (HCO) as all single entrepreneurs and any legal person that is a healthcare, medical or scientific association or organization (irrespective of the legal or organizational form) such as a hospital, clinic, foundation, university or other teaching institution or learned society (except for patient organizations within the scope of the EFPIA PO Code) or through which one or more HCPs provide services.

The Disclosure Code defines healthcare professionals (HCP) as any natural person that is a member of the medical, dental, pharmacy or nursing professions or any other person who, in the course of his or her professional activities, may prescribe, purchase, supply, recommend or administer a medicinal product and whose primary practice, principal professional address or place of incorporation is in the Republic of Slovenia.

For the avoidance of doubt, the definition of HCP includes any official or employee of a government agency or other organization (whether in the public or private sector) that may prescribe, purchase, supply or administer medicinal products and any person employed in the Republic of Slovenia whose primary occupation is that of a practicing HCP, but excludes all other persons employed in the Republic of Slovenia and a wholesaler or distributor of medicinal products.
