PUBLIC NOTICE ON TRANSFERS OF VALUE FROM PHARMACEUTICAL COMPANIES TO HEALTHCARE PROFESSIONALS, HEALTHCARE ORGANIZATIONS AND PATIENT ORGANIZATIONS

In accordance with the Code of Conduct the members of the International Forum of Scientific Research Pharmaceutical Companies, GIZ (hereinafter FarmaForum) will also publicly announce value transfers to healthcare professionals, healthcare organizations and patient associations this year. As stipulated by the Uniform Code, they will publish the data up to and including June 30, 2024.

The publication provides data on transfers of value for the past calendar year. On the websites of individual members, you can find detailed information covering the period from January 1 to December 31, 2023. In compliance with EFPIA (European Federation of Pharmaceutical Industries and Associations) regulations, this data is published annually by the end of June for the past calendar year.
 

About public disclosure of transfers of value


Public disclosure of transfers of value includes data on the value of all funds received by individual healthcare professionals, healthcare organizations, or patient organizations that collaborate with individual FarmaForum members or the FarmaForum itself, either directly or through third parties such as event organization agencies. Disclosure also includes information on the type of activity or support: 

  • For education;

  • For coverage of expenses related to education or events; 

  • For services and consultancy; 

  • For research and development;

  • Donations. 


Each FarmaForum member publishes these transfers in Slovenian on its local, regional, or international website.
 

Individual and group disclosures

All transfers to healthcare organizations, which under the Code include public healthcare institutions, physician associations and societies, chambers, and private companies (d.o.o. and s.p.), are published individually, with the full name of the recipient.

Transfers of value to individual healthcare professionals who are natural persons are, under the Personal Data Protection Act, only possible based on advance written consent of the healthcare professional. If such consent is withheld, transfers are published in a group or aggregate form, with the number of recipients and total amount listed separately for each category of such recipients. 

Data on payments in the field of research and development cannot be published otherwise than in a group or aggregated form due to legislative protection of competition and innovations being developed by separate companies.

DATA ON TRANSFERS OF VALUE TO HEALTHCARE PROFESSIONALS, HEALTHCARE ORGANISATIONS, AND PATIENT ORGANIZATIONS FROM THE FORUM OF INTERNATIONAL RESEARCH AND DEVELOPMENT PHARMACEUTICAL COMPANIES, EIG, FOR 2022

In the calendar year 2023, the Forum of International Research and Development Pharmaceutical Companies, EIG, cooperated with various organizations: it sponsored the activities of the Slovenian Medical Association and University Clinical Center Ljubljana, eleven organizations received reimbursement related to the provision of services and consulting. Also, one donation was paid. 

FarmaForum's transfers to health organizations in 2023 amounted to EUR 94,719. In 2023, two transfers to healthcare professionals took place for EUR 3,800. The value of transfers to patients' associations amounted to EUR 7.500.

Methodology

Publicly published data includes transfers of value executed in the financial system of the FarmaForum in the calendar year 2023, from 1 January 2023 to 31 December 2023 inclusive.
Transfers to healthcare organizations, healthcare professionals  and patient associations are reported as net amounts of such contracts, excluding VAT. 
In 2023, two transfers of value to healthcare professionals took place.
All these amounts represent the total value for 2023.
All these transactions were carried out in the calendar year 2023, from 1 January 2023 to 31 December 2023.
According to the Code, a health care organization (HCO) is defined as:

  • any sole entrepreneur or

  • legal person/entity 

    • is a healthcare, medical, or scientific association or organization (irrespective of the legal or organizational form) such as a hospital, clinic, foundation, university, or other teaching institution or learned society (except for POs within the scope of Article 21 of this Code) whose business address, place of incorporation or primary place of operation is in Europe or

    • through which one or more HCPs provide services 

 According to the Code, Health Care Professionals (HCP) are defined as:

  • any natural person who is a member of the medical, dental, pharmacy or nursing professions or any other person who, during his/her professional activities, may prescribe, purchase, supply, recommend, or administer a Medicinal Product and whose primary practice, principal professional address or place of incorporation is in Europe.

For this Code, the definition of HCPs includes:

  • any official or employee of a government, agency, or other organization (whether in the public or private sector) that may prescribe, purchase, supply, recommend, or administer Medicinal Products

  • any employee of a Member Company or FarmaForum whose primary occupation is that of a practicing HCP, but excludes 

    • all other employees of a Member Company or FarmaForum and 

    • a wholesaler or distributor of Medicinal Products.

According to the Code Patient organizations (PO) are defined as:

  • not-for-profit legal person/entity (including the umbrella organization to which it belongs), mainly composed of patients and/or caregivers, that represents and/or supports the needs of patients and/or caregivers and which business address, place of incorporation or primary place of operation is in Europe.
