PUBLIC NOTICE ON TRANSFERS OF VALUE FROM PHARMACEUTICAL COMPANIES TO HEALTHCARE PROFESSIONALS, HEALTHCARE ORGANIZATIONS AND PATIENT ORGANIZATIONS

According to the consolidated Code of Practice (hereinafter the Code), which is valid from 1.1.2021 and combines the previous three Codes (Code of Transparency, Code of Cooperation with Healthcare Professionals and Code of Cooperation with Patients' Associations), members of the International Forum of Pharmaceutical Research Societies hereinafter referred to as the Forum), this year also announced the transfer of value to healthcare professionals, healthcare organizations and patient associations. As stipulated by the consolidated Code, the data will be published by 30 June 2022 inclusive.

The publication includes data on transfers of value in the previous calendar year and provides disclosure of transfer in the period from 1 January to 31 December 2021 on the websites of individual member company. According to the EFPIA provisions, the data are made public periodically, each year, by the end of June at the latest, for the previous calendar year.

About public disclosure of transfers of value

Public disclosure of transfers of value includes data on the value of all funds received by individual healthcare professional, healthcare organization or patient organization that collaborate with individual Forum members or the Forum itself, either directly or through third parties such as event organization agencies. Disclosure also includes information on the type of activity or support:

  • For education;
  • For coverage of expenses related to education or events;
  • For services and consultancy;
  • For research and development;
  • Donations.

Each Forum member publishes these transfers in Slovenian at its local, regional, or international website.

Individual and group disclosures

All transfers to healthcare organizations, which under the Code include public healthcare institutions, physician associations and societies, chambers and private companies (d.o.o. and s.p.), are published individually, with the full name of the recipient.

Transfers of value to individual healthcare professionals who are natural persons are, pursuant to the Personal Data Protection Act, only possible based on advance written consent of the healthcare professional. If such consent is withheld, transfers are published in a group or aggregate form, with the number of recipients and total amount listed separately for each category of such recipients.

Data on payments in the field of research and development cannot be published otherwise than in a group or aggregated form due to legislative protection of competition and innovations being developed by separate companies.

DATA ON TRANSFERS OF VALUE TO HEALTHCARE PROFESSIONALS, HEALTHCARE ORGANISATIONS AND PATIENT ORGANIZATIONS FROM THE FORUM OF INTERNATIONAL RESEARCH AND DEVELOPMENT PHARMACEUTICAL COMPANIES, EIG, FOR 2021

In the calendar year 2021, the Forum of International Research and Development Pharmaceutical Companies, EIG, cooperated with various organizations: it sponsored the activities of the Slovenian Medical Association, six organizations received reimbursement related to the provision of services and consulting. Also, one donation was paid.

The total value of the Forum's transfers to health organizations in 2021 amounted to EUR 86,988.80. In 2021, no transfer to healthcare professionals took place. The value of transfers to patients' associations amounted to EUR 6,900.

Methodology

Publicly published data includes transfers of value that were actually executed in the financial system of the Forum in the calendar year 2021, from 1 January 2021 to 31 December 2021 inclusive.

Transfers to healthcare organizations and patient associations are reported as net amounts of such contracts, excluding VAT.

All these amounts represent the total values ​​for 2021.

The values ​​of transfers of funds to healthcare organizations and patient associations are given in net amounts (excluding VAT).

According to the Code, a health care organization (HCO) is defined as:

  • any sole entrepreneur or
  • legal person/entity
    • (i) that is a healthcare, medical or scientific association or organization (irrespective of the legal or organizational form) such as a hospital, clinic, foundation, university or other teaching institution or learned society (except for POs within the scope of Article 21 of this Code) whose business address, place of incorporation or primary place of operation is in Europe or
    • (ii) through which one or more HCPs provide services

 According to the Code a Health Care Professionals (HCP) are defined as:

  • any natural person that is a member of the medical, dental, pharmacy or nursing professions or any other person who, in the course of his/her professional activities, may prescribe, purchase, supply, recommend or administer a Medicinal Product and whose primary practice, principal professional address or place of incorporation is in Europe.

For the purpose of this Code, the definition of HCPs includes:

  • (i) any official or employee of a government, agency or other organisation (whether in the public or private sector) that may prescribe, purchase, supply, recommend or administer Medicinal Products
  • (ii) any employee of a Member Company or Forum whose primary occupation is that of a practising HCP, but excludes
    • (x) all other employees of a Member Company or Forum and
    • (y) a wholesaler or distributor of Medicinal Products.

According to the Code Patient organizations (PO) are defined as:

  • not-for-profit legal person/entity (including the umbrella organisation to which it belongs), mainly composed of patients and/or caregivers, that represents and/or supports the needs of patients and/or caregivers and which business address, place of incorporation or primary place of operation is in Europe.
